Monica Gonzalez, spokeswoman for the Girl Scouts of Northeast Texas, said cookie sales are the largest fundraiser for her council and that they make up about 75 percent of their funding. After the cookie baker is paid and reward items are purchased, councils receive about 75 percent of the proceeds, and they distribute about 20 percent of that amount to their women troops. Each troop receives about $900. The council is left with about 56 percent, which is used for camps and programs supporting development, according to Gonzalez.
